PROJECT Request for Proposal for a “PUBLICITY PARTNER FOR THE LSETF-UNDP  EMPLOYABILITY SUPPORT PROGRAM”. 

RFP REFERENCE NO. PAT/RFP/ESP/2021/001  

  1. BACKGROUND/INTRODUCTION

The Lagos State Employment Trust Fund (“LSETF”) in collaboration with the United Nations Development Program (“UNDP”) created the Employability Support Program (“the Program”) with  the main objective to increase the pool of skilled manpower in order to alleviate the acute shortages of  employable labour in Lagos State, by quipping them with relevant skills that cut across sectors,  including but not limited to: Technology, Education, Health Care, Construction, Creative Art,  Transportation & Logistics, and Business support.  

PaTiTi Consulting (“PaTiTi”) is a firm focused on skills development and capacity building for youths across Africa, working in partnership with public and private sector organizations. Pursuant to the  foregoing, PaTiTi is currently engaged by the LSETF (“Lagos State Employment Trust Fund”) serving as  its Technical Partner responsible for the identification of Industry skill needs, Curriculum development  and Certification, Vocational training center (VTC) engagement, beneficiary training (2, 000  beneficiaries/trainees), beneficiary apprenticeship and job placement for sixty percent (60%) of  successful trainees, partaking in the Program.  

Consequently, PaTiTi is currently accepting proposals to satisfy the need for a publicity partner offering  media planning, digital, branding, PR, communication and advertising services to create awareness,  boost visibility, extend reach and draw focus to the Project.

  3. Promote and showcase the Project’s impact story in Lagos State 
  4. Ensure the Program’s targeted audience, understand the core mandate of the Program. 4. Increase Employability Support Program’s brand awareness and grow the Program’s social  media following. 
  5. SCOPE OF SERVICES

The award will be made, based on the best value proposition and professional capacity which must  include possession of full-service, in-house capabilities for marketing, creative services, production,  media planning and placement, direct response and research.

The selected firm will be responsible for the development and implementation of a comprehensive and  cost-effective marketing plan. Services will include but shall not be limited to the following; 

  1. Public Relations Management; Continuous development and implementation of comprehensive  communications using traditional/non-traditional media to reach the general public and target  audience.  
  2. Stakeholder Engagement. 
  3. Lead media strategy and campaign. 
  4. Brand Development & Promotion. 
  5. Media & Publicity Management.  
  6. Digital Marketing & Communications; Create and drive 0nline marketing campaign, attract social  media followers, Search engine optimization (increase SEO presence).  
  7. Production of Creative Materials; Design layout for publications and media materials, Create  brochures and other required promotional items, Incorporate approved logos and standardize the  layout on current materials, providing print and electronic templates of same, Provide original  artwork and layout designs for brand outreach, educational materials, and web page. 
  8. Brand Awareness & Acceleration;  
  9. Provide photography and videography services 
  10. Provide other ancillary communications and/or marketing-related support services as/when  required. 
  11. PROJECT DURATION.
  12. The project duration is 20 Months. 
  13. The selected publicity partner will provide services on a rolling basis throughout the lifecycle of  the project.  
  14. SUBMISSION OF PROPOSALS.

The RFP will be posted on our social media platforms. The RFP will be available for download from Wednesday, 13 January 2021. 

Respondents/Bidders to this RFP must submit one soft copy of their proposal. Responses must be  received no later than Saturday 16, January 2021. Responses should be clearly marked “RFP Publicity/Marketing Services” and mailed/delivered to the contact information provided below;

SECTION 2; CRITERIA FOR SELECTION 

All proposals will be reviewed and evaluated by a committee of qualified selected personnel. The  committee will recommend the firms that most closely meet the requirements of this RFP and satisfy PaTiTi’s needs.  

Bidders are advised/reminded to:  

  1. Carefully review all listed requirements to ensure compliance with the RFP. 2. Submit their proposals in the prescribed format, within the stipulated timeframe.  
  2. EVALUATION CRITERIA (MAXIMUM SCORE OF 600 POINTS)

The following areas of consideration will be used in making the final selection:

The Request for Proposal timeline is as follows: 

  1. Request for RFP: Wednesday 13, January 2021. 
  2. Deadline for Bidders to submit their proposals: Saturday 16, January 2021 (Midnight). 3. Selection of Top Bidders / Notification to Unsuccessful Bidders: Tuesday 19, January 2021. 4. Start of Negotiation: Wednesday 20, January, 2021. 
  3. Contract Award / Notification to Unsuccessful Bidders: Friday 22, January 2021.

APPENDIX A: TECHNICAL PROPOSAL  

Bidders must complete all sections for which information is requested. If a question is not applicable to  the supplier, do not leave it blank—respond with N/A. Responses should address the question but be  as succinct as possible. 

A-1 General Company Overview 

  • Please provide a company profile that outlines your key competencies and approach support  this Program.  
  • Please include an overview on what sets you apart from other bidders. 
  • Please detail your approach to progress monitoring, reporting and communication with PaTiTi’s project management team. 
  • Provide list of at least three (3) verifiable professional references from similar clients. 

A-2 General Capabilities and Qualifications 

  • Demonstrate minimum of three (3) years’ experience providing the scope of services required. Demonstrate prior knowledge and experience of all aspects of providing digital, PR and brand  services on projects of a similar scale.  
  • Demonstrate adequate personnel and facilities necessary for the services required. Also  demonstrate the ability to support the project at all times; list the experience and role of  dedicated team members who will work on this account (include their educational  qualifications, experience, roles and responsibilities). 
  • Provide list of at least three (3) verifiable professional reference from similar clients.  

A-3 Solution and Approach 

  • Please include your proposed work plan 
  • Please include a thought starter proposal for ideas and strategy on how to execute the objectives listed above. 
  • For advertising, please include rough executions for traditional advertising, commercial or video development, print advertisements, web design, and social media campaigns. For this proposal, use a target audience of between 18-45 (Print executions should be mounted on a  board no larger than 8.5 x 11 inches. Please do not identify the agency on the front of the board.  E-files are acceptable) 
  • Please include a sample plan that outlines recommended media buys to reach a traditional  aged target audience (18-45) and a non-traditional or adult learning environment. Please provide examples of at least one multi-platform campaign (digital, advertising, print ad,  billboard, TV commercial, new media) completed within the past two years for a similar client. Please provide capabilities of the agency’s media department and practices used to ensure  efficient and effective media placement. 
  • Please describe the capabilities of the agency’s production department and practices used to  minimize production costs and maximize efficiency of production.  
  • Please indicate any production that is outsourced. 
  • Please describe the methodology to justify creative and media investments and describe how  an ROI is established and measured.

B-1 Please provide billing and expense breakdown. Please note that PaTiTi does ask for full disclosure  in markup fees in order to better understand the cost and value of an agency/firm’s services. Cost  Proposal should be comprehensive and all costs itemized.  

B-2 Please provide a twenty (20) month plan with proposed cost estimates PCM (per calendar month) of activities; This base cost should include all anticipated costs (travel, client consultation, activities)  required to reach the deliverables stage. 

B-3 Please include the types of analytics that will be used to track the impact for each of the advertising  mediums.
